PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing discussed dishwashing procedures. Staff indicated that they are handwashing plates, cups and sippy cups in the IT program upstairs. This does not allow for proper sanitization practices.
Corrective Action(s): Please ensure that a healthy and safe environment is maintained at all times.

POLICIES AND PROCEDURES: 13030 - CCLR s.22(3) - A licensee must display a copy of the fire drill system in a prominent place in the community care facility.
Observation: Licensing observed that the previously approved fire plan (site plan) was removed from the walls/exits. There was 1 written description by the front door. Manager stated that they must have forgotten to put them back up after painting the facility.
Corrective Action(s): Please ensure that a copy of the fire plan is displayed in a prominent place in the facility.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Upon arrival, Licensing noted that there were 17 children and 2 staff in the group child care program. A staff stated that a child arrived that morning that was not supposed to be in attendance and that they had let the Manager and additional staff know. The Manager arrived towards the end of the inspection.
There was no ITE qualified staff in the IT program. One staff has completed her training but has not yet received her ITE certificate. There are no exemptions in place. Licensing discussed that an ITE is required in the program at all times.
Licensing discussed staff ratio and it was determined that there is an ECE assistant alone with up to 8 children in the mornings from 7-8:30am. The requirement is that no more than 8 children, with up to 3 under the age of 3 for the first 30 minutes of the program. Manager stated that the 8:30am staff sometimes arrives at 8am however this still does not meet Legislative requirements. Manager said she can switch staff shifts to meet appropriate schedule E requirements.
Corrective Action(s): A licensee must ensure that the ratio of employees to children is no less than that permitted in schedule E

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 5 children's files. It was found that 1/5 did not contain a record of if a child was immunized or not. Manager stated that the child no longer attends the facility.
Corrective Action(s): Please ensure that files are completed prior to the child being in attendance.
