Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A shed containing a lawn mower and trimmer was unlocked and accessible to children. Licensee locked shed during the inspection.
Corrective Action(s): Please ensure children do not have access to hazardous objects.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: There was no record of fire drills since Feb. 2017. Licensee stated that the fire drills were completed but not documented.
Corrective Action(s): Please ensure that fire drills are completed monthly and a record is kept.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: One child had medication on site. Licensee was unable to locate documentation on the amount of times to administer medication specified by the parent.
Corrective Action(s): Please ensure that medication is administered in the amount and time specified by the parent.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation (CORRECTED DURING INSPECTION): Licensee was unable to locate a log of minor incidents during inspection. Licensee started a new log book at time of the inspection.
Corrective Action(s): Please ensure that a log of minor accidents, illnesses, and unexpected events involving children is kept.

RECORDS AND REPORTING: 19180 - CCLR s.57(2)(k) - A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation (CORRECTED DURING INSPECTION): 1 of 4 children's files reviewed did not include the date the child stopped attending. Licensee corrected this during the inspection.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Licensee was unable to produce policies and procedures during time of inspection. The Licensee stated that the policies and procedures are located on the computer which was updating during the inspection. The Licensing Officer discussed having a printed copy on site with other records in CCLR s.56-58.
Corrective Action(s): Please ensure that records referred to in CCLR s. 56-58 are available and kept in a single location of the community care facility.
