Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: A room used occasionally for napping has a door that opens to the outside of the house. Although the door locks CCFL is concerned that the lock is at child height and that a child may be able to unlock the door. CCFL discussed ways of making sure children cannot open the lock with the Licensee (eg putting a child proof cover on the door handle).
Corrective Action(s): Please make sure children cannot unlock the door in the nap room.
Date to be Corrected: Before the room is used.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: A criminal record check is not available for one family member.
Corrective Action(s): Please ensure that all family members have criminal record checks.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: There is no record of families who have received a copy of the payment policy.
Corrective Action(s): Please make sure there is a record of all families who received the payment policy.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Files for 7 children were reviewed. A medical plan number was not available for 1 child.
Corrective Action(s): Please make sure a medical plan number is available for all children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Files for 7 children were reviewed. Start date was missing for 3 children.
Corrective Action(s): Please make sure there is a start date for all children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Absences are not being recorded and time out had not been recorded on several days in June and from July 9 - July 15, 2019.
Corrective Action(s): Please make sure all absences are recorded and time out is recorded every day.
Date to be Corrected: Today and ongoing.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for 7 children were reviewed. The name and contact information for a doctor was not available for 1 child.
Corrective Action(s): Please make sure the mane and contact information of a doctor (or medical clinic) is available for all children.

Comments

Summary of Inspection
At the inspection dated July 17, 2019 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified. The licensee is required to submit a written response to CCFL stating how the contraventions have been addressed. The Licensing Officer will rewiew resposne.
