Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Discussions were had around:
· Active Supervision – this includes scanning and counting, setting up the environment, anticipating children’s behaviours and abilities, positioning yourself and listening. Staff stated that staff actively count children and position themselves for optimum supervision while outside. Children are supervised at all times - including trips to the bathroom.
· Flushing taps to reduce lead (older facilities). This facility has been inspected for lead content in pipes and flushes their taps every morning. More information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/.
· Serious Incident reporting - contact Licensing. Ensure you have notified Licensing within 24 hours. If you cannot reach your Licensing Officer, please contact the Duty Line at 604-587-3936.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): The IT room had a lamp with a cord in reach of children. The diaper cream is stored on a low shelf in access to children.

Comments

The children were seen to engage with a variety of materials. There were many displays of children's created art and other creations. The teachers were seen to engage with the children with quiet gentle voices, encourage exploration with materials, promote problem solving between children and quickly respond to children's needs. There are many displays of pedagogical narration that demonstrate early childhood development in a Reggio inspired program - discovering roots, creative building and explorations with paint.
