Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Three staff files were reviewed and a current verification of the ECE qualification was missing for one staff. There was a verification record but is not current as a staff has recently renewed the ECE Certificate and as a result new verification is required.
Corrective Action(s): Please ensure ECE and Assistant Certificates for staff are verified at time of employment and anytime when a new certificate is received.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager and 2 other staff with 23 children.
Staff to child ratio and staff qualifications exceeded regulation requirements with two ECE staff and one Responsible Adult qualification.
Programming is posted and available for parent review via a notice board - Program operates on a theme basis.
Licensing observed Staff engaged with children during arrival transition and staff used appropriate language and guidance techniques.
Licensing observed the children arriving at the facility followed by attendance,snack, free choice activities, and then outdoor play for approximately 3/4 of an hour. Staff were observed interacting with the children and assistance was provided to children when required, and appropriate language was used by staff to guide children.
Bathrooms are located in the hallway of the school and children notify staff when going and younger children are accompanied to the washrooms.

Discussions with the Manager:-
- Licensee has completed the newrequired Active Play and Screen Time policies and Manager stated the policies have been provided to all the parents and staff.
--Clarifying directions provided by parents regarding allergies and children possibly requiring use of medication, however medication has not been provided to the day care.
--The Manager stated an earthquake drill was conducted with the provincial Shakedown drill, however the drill did not include evacuation with the emergency supplies, however the Manager stated supplies in the kit were reviewed and food has been replenished. Manager will ensure a full emergency disaster drill is conducted.
--The facility usually operates in a portable, however it has been temporarily operating in the music room of the elementary school since end of February 2017 due to construction of an addition to the elementary school. The portable was moved off site but has now been placed back on site. Inspection done of the portable and it was noted there is a a new ramp, and new floor and carpet has been installed. The portable is empty and supplies and furnishings will be moved over on a weekend once approval is received from Township of Langley building department. The Manager indicated construction Manager had been informed by Township of Langley that approval was required from Licensing prior to approval from Township. Licensing will contact Township of Langley to clarify. Inspection of the portable indicated no hazards indoor. The outside area surrounding the portable is fenced to prevent children from accessing any construction area as construction is not yet complete on the addition to the school. There was a few pieces of construction material in one area adjacent to the portable access area but the Manager indicated this will all be cleared prior to the day care program moving into the portable. In summary,the program will move once approval is received from Township of Langley.
--The Manager will submit an Application for an amendment to the child care Licence as capacity for the portable is 23.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
