Introduction

A scheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance. A COVID-19 risk screening assessment was completed for the facility prior to this inspection.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 4 staff files and noted the following:
- 2 staff did not have site specific criminal record checks. Manager advised that criminal record check applications were submitted last week.
- 1 staff did not have a criminal record check on file. Manager advised staff will not be working alone with children until the arrival of the clearance letter.
This is a repeat contravention from the last routine inspection.
Corrective Action(s): Ensure each person has obtained a criminal record check prior to employment.

Comments

At this inspection dated July 27, 2020, there were 13 children, 4 staff and the Manager present. At this inspection, the above noted contravention was identified.
The following was discussed with the Manager:
· COVID-19 prevention strategies
· Fire drills and emergency management
· Safe food storage
· Soap and water for disinfecting cuts and scrapes

The manager is to correct the contravention by the date indicated, and provide a written response to licensing.

As part of the routine inspection, a Facility Risk Assessment Tool was completed.

The inspection report was written off-site due to COVID-19 protocol – all details were reviewed with the Manager prior to writing the report. A copy of the inspection report and risk assessment were e-mailed to the Manager on July 27, 2020.
