Introduction

An unscheduled routine inspection of this community care facility (CCF) was conducted by the licensing officer (FHA) to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• Director of Licensing Standards of Practice (DLSP)

At the time of inspection, evidence for this facility inspection report (FIR) was based upon:
• FHA's observations
• FHA's review of the CCF's records
• information provided to FHA by employees

FHA reviewed these 10 areas today:
• licensing • hygiene & communicable disease control
• physical facility • medication
• staffing • nutrition & food services
• policies & procedures • program
• care & supervision • records & reporting

As part of this inspection, FHA completed & provided a risk assessment tool, which includes:
• any noncompliance identified • the CCF's compliance & operational history since 24/Jul/2014

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: The licensee stated that the designated play space (bkyd) will be levelled by the end of Aug 2017; therefore, it hasn't been used by the children for approximately 1 wk. The fence around the play space has been removed. The licensee takes children to parks.
Corrective Action(s): Please submit a written plan re. offsite outdoor play areas & activities:
- which parks have been/will be used
- distances/routes to/from the CCF
- transporation method to/from the CCF

FHA provided CCFL's bulletin "Outdoor Play Spaces (Away)" to assist the licensee in preparing her plan.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: "Practice" or "earthquake practice" is documented monthly. The licensee stated that these include separate fire drill practices & earthquake drill practices on the same day.
Corrective Action(s): Please ensure that documentation of fire drill practices (required monthly) & earthquake drill practices (required annually) are separate & clear.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: The licensee stated that parents provide children's meals/snacks, but she sometimes offers snacks/meals.
Corrective Action(s): Please ensure that parents have written information re. the food their children are provided.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: There were several months of no attendance records between Mar 2017 - Jun 2017 as well as today for the 1 child in care. Also, a school-age child was/is not accounted for in the daily attendance.
Corrective Action(s): Please ensure that accurate attendance records are maintained for every child in care.

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: There were no recent records of the outdoor inspections (daily, monthly, or annual), maintenance, or repairs.
Corrective Action(s): Please ensure that inspections (daily, monthly, & annual), maintenance, & repairs (such as the upcoming levelling of the bkyd) are documented.
