Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:

-Two plug covers missing. This could cause a potential electrocution hazard.
-Staff personal items that were accessible to children. These may contain items that may be unsafe to the children in care


Licensing observed the following outside the facility:

-A plastic kitchen on the playground (infant and toddler) was empty and leaning on an angle. This could cause a potential falling hazard
-Used tissues in the playground and an open garbage can that was accessible to children. This could cause an issue of cross contamination.

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was noted inside the facility:

-One faucet in the washroom was loose
-Three cupboard doors in the classrooms and washrooms were loose.

Corrective Action(s): Please ensure the equipment and furniture is in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed the outdoor playground. The following was noted:

-a section of the fence is broken. In discussion with the Manager she is working with the city to fix this as there was a problem with the drainage wall in the neighbouring complex.
-the landscaping fabric under the play structure is ripped and there is not suffiicient bark mulch depth surronding the playground structure to cushion the impact of a fall. The Manager stated that a landscaping company is contracted to complete the repairs to the landscaping fabric and add more bark mulch to the play area. This will be occurring in the next month. This is part of the annual maintance that the facility performs on the playground.
-the sandbox cover in the 3-5 room is ripped and deteriorating.
Corrective Action(s): Please ensure the outdoor play materials and equipment are safe and in good repair.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance record was reviewed for the month of February. On 13 occassions a missing arrival time, departure time or absence was noted.
Corrective Action(s): Please ensure the attendance records are complete.

Comments

At the inspection dated February 21, 2019 there were 35 children and 8 staff and I Manager present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to licensing by March 7, 2019 outlining how the noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.


The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water
Refraining from consuming hot drinks in the classroom when children are in attendance
Adding more items to the first aid kits
Unobstructed access to emergency supplies
Discussion about snack foods offered to children
