Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licesning observed the following in the outdoor play area:
- Adult gardening tools - rusty metal rake and metal spade(Corrected during inspection)
- 2 dog feces
Corrective Action(s): Have a system in place to ensure that the outdoor yard is mainatined to provide a safe and healthy environment while chidren are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed outdoor gate in the far back of the yard had three unhinged loose wooden slats.The gap between the post of this gate and the main post measured 8 inches; posing as an entrapment.
Corrective Action(s): Ensure that the outdoor gate does not pose as an entrapment to children in care and supervision.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Licesning observed that the secondary emergency exit was blocked by three garbage cans.
Corrective Action(s): Ensure that emergency exits are not blocked or hampered in the case of fire of other emergency.

Comments

At the inspection dated 19 January, 2021 there were 4 children and one staff present. At this inspection the above noted contraventions were identified.
The following were discussed with the manager:
• Spray bottle used for disinfecting to be labelled with its contents
• Ensuring the earthquake kit is sufficient with supplies for 8 children
• Reportable incident reporting procedures.
• Amendment of the designated meeting area
• Placement of garbage can in kitchen
• Storage of diaper crème

The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on 20 January 2021.
