Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection, there were two electrical outlets exposed. One in the main playroom and one in the children's washroom.
Corrective Action(s): Please ensure a safe environment is maintained

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Upon inspection, there were 2 large, white storage units in the washroom over 5 feet tall that moved when pushed.These 2 shelves had heavy equipment stored on top of them.
Corrective Action(s): Please ensure the furniture is sturdy and free of hazards

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Upon inspection, the children's climber was on a steep incline, with an opening that posed a fall hazard for children in care.Because of the incline, the siding of the climber was also unattached.
Corrective Action(s): Please ensure the outdoor equipment is safely constructed and free from hazards

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Upon inspection of the backyard there was bits of garbage and a ripped plastic bag accessible to children.
Inside the children's washroom there were 2 cleaning sprays in the cupboard that were accessible to the children.
Corrective Action(s): Please ensure that the children do not have access to any object or substance that may be hazardous to their health and safety.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Upon inspection, there was not enough supplies to mitigate and recover from an emergency. There was expired water and 1 box of 6 granola bars.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon inspection of the previous 8 months, 8 children did not have a departure time documented.
Corrective Action(s): Please ensure records are complete

Comments

At the inspection dated January 30, 2019 there were 5 children and 1 staff present. At this inspection the above noted contraventions were identified.Licensee will provide Licensing with a written response outlining corrective actions taken.As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing recommended that Licensee use and have soap & water for cleaning wounds, easily available in the first aid kit.

Licensing noted that due to the incline in the backyard, that the climber be moved to a more stable location. Licensee stated that it will be moved to the lower section of the yard.
