Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AA2N7W have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Licensing observed that in the last week there were 4 children under the age of 36 months in the 30 months to school age group child care on Monday and Wednesday. There was 3 children under the age of 36 months in GCC (30m-SA) on Tuesday and 3 children under 36 months in the program today. Licensee explained they were doing gradual entry with children from the infant and toddler program. She plans to have the children back to the infant and toddler program until a child turns 3 years old or she is approved for an exemption.
Corrective Action(s): Please ensure that children are grouped according to CCLR Schedule E.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed children's nap blankets stacked and touching each other. Licensee stated that they have separate containers to store the blankets in when children are not using them. She stated that today they were stacked to prepare setting out at nap time. She stated that from now on the blankets will not be touching each other.
Corrective Action(s): Please ensure that when children's nap blankets are not in use they are stored in a way that practices the rules of health and hygiene.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: 4 children in total did not have a departure time in the last week. Licensee stated that the children left later and they forgot to sign the children out.
Corrective Action(s): Please ensure that children have an arrival and departure time recorded.

Comments

Discussed the recent changes to the CCLR as well as the new DOLSP regarding “Active Play” with the facility manager. These changes include:
· Removal of requirement for pre-employment doctor’s note
·Requirement for licensee to develop new policies related to “Active Play” and “Screen Use”.
