Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon a random review of three children's records, Licensing observed one child's record missing their immunization status.
Corrective Action(s): Please ensure that children's record are complete prior to the child attending the community care facility.
Date to be Corrected: September 7, 2021.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon a random review of three children's records, Licensing observed one child's record missing the date of enrolment.
Licensing suggested reviewing all the children's records to ensure that their date of enrolment is available.
Corrective Action(s): Please ensure that children's records are complete prior to the child attending the community care facility.
Date to be Corrected: September 3, 2021.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon a review of 18 days of the attendance records for the month of August Licensing observed 5 days that a child was not identified as absent.
Licensing provided clarification of the regulation.
Corrective Action(s): Please ensure that attendance records are accurate on a daily basis.
Date to be Corrected: September 2, 2021.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed that there is a child in care that requires a care plan but does not have one in place.
Licensing provided education on when a care plan is required and what it should include.
Corrective Action(s): Please ensure that for each child requiring extra support, a current care plan is in place showing the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Comments

Summary of Inspection
At the routine inspection conducted today, September 2, 2021, there was one child and the Licensee present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section.A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
Education provided on programming. Licensing recommended reviewing Schedule G of the CCLR.
Snacks; if snacks are provided occassionally, then parents need to be informed on the food and drink provided to their child(ren).
The Licensee needs to keep the date on which a child stops attending the community care facility.
Intent of minor incident log book.

The contents of the inspection report was reviewed with the Licensee at the time of the inspection. This report was written off site ( .5 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
