Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Inspection report was reviewed with manager before report was signed and printed.
Licensing would like to thank the staff and children of Brentwood Montessori Child Care for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-ALSP5B have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection Licensing noted that some of the corners on the sleep mats are cracked, with peeling vinyl, leaving cloth/ foam visible, which causes the mats to not be able to be properly cleaned.
Corrective Action(s): Repair or replace sleep mats to ensure they can be properly cleaned and sanitized.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing noted that the annual full emergency evacuation drill has not been recorded.

Manager stated this drill was practiced in the fall.
Corrective Action(s): Ensure annual full evacuation drill is recorded as this is proof that the drill did take place.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the new requirement for a written "Active Play" with "Screen Use" policy as per the DoLSOP "Active Play" which came into effect Sept. 2017.

Licensing had sent numerous emails to the Licensee throughout 2017 regarding this new requirement.

Licensing left resources regarding the new "Active Play" and "Screen Use" policy with inspection report.

Manager stated they have told staff verbally that children require 60 minutes of daily outdoor active play.
Corrective Action(s): Ensure new policy is written and shared with staff and parents regarding the DoLSOP "Active Play" with "Screen Use" policy.

Comments

During inspection Licensing observed children: engaged in Montessori activities; creating with playdough; engaged in free art; working with puzzles etc. Licensing then observed children and staff go the local park where they were engaged in staff-directed movement games and then child-directed free play.

During inspection Licensing observed staff interacting with children while they were engaged in activities; giving warnings before transitions took place; actively engaged in play with the children and assisting with problem solving when necessary.
