Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Licensing conducted the routine inspection on October 2, 2019. The report was written off-site and Licensing returned to review and deliver the report on October 4, 2019.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
> Exposed florescent tube lightbulbs in the front entrance. The concern is that the glass can shatter in the event of an emergency. On October 4, 2019 the manager advised that the light fixture will be installed over the weekend.
>A wheelbarrow full of water around the corner of the greenhouse. This wheelbarrow is out of supervision sightlines but accessible to children. The water was emptied during the inspection.
Corrective Action(s): Please ensure a healthy and safe environment while the children are in care.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation (CORRECTED DURING INSPECTION): A policy has not been developed to guide staff in the care and supervision of children when taking children to off-site play spaces.
The manager wrote a policy on October 2, 2019.
Corrective Action(s): Please ensure policies are developed to guide staff in the care and supervision of children.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Licensing observed inappropriate guidance when a staff member raised their voice and placed their hands on a child. The manager has taken appropriate steps to address this concern.
Corrective Action(s): Please ensure that the behavioral guidance is appropriate to the age and development of the child receiving the guidance.

Summary of Inspection

At this inspection the above noted contraventions were identified. Contraventions were either addressed or a plan has been submitted to Licensing. No further follow-up required.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
