Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play area.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed two window frames and blinds in the facility were covered in black dirt and dust.
Corrective Action(s): Please ensure a clean environment is provided at all times while the children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed inside the facility that could cause a potential poisoning hazard:

-perfume on the counter (corrected during the inspection)
-a door was open in the kitchen that contained vitamins accessible to children (corrected during the inspection)
-a door in the washroom was open that contained various cleaning chemicals. This was accessible to children (corrected during the inspection)
-a bottle of vim cleaner was on the floor in the sleep room . This was accessible to children . (corrected during the inspection)
Corrective Action(s): Please ensure the children do not have access to any objects or substances that are hazardous to the health and safety of the children.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that there was no food or water accessible in case of an emergency evacuation. The Licensee has a policy that states that she has these items on site. In discussion with an employee she stated that the supplies were old and she was in the process of replacing them.
Corrective Action(s): Please ensure emergency supplies are available, and in sufficient quanity to ensure the health and safety of children in care during an emergency.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection the policies and procedures were reviewed. The active play policy and the screen use policy were not present. In discussion with the Licensee she stated she has not created these policies. This is a repeat contravention from inspection # CGEE-B32V5R.
Corrective Action(s): Please create a policy for active play and screen use and share this with the families.

Comments

At the inspection dated April 3, 2019 there were 4 children and 2 staff present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

· Promoting Active Play in the program
· Active Supervision
· Lead in the Water

The following resources were provided:

· Reportable Incident Bulletin

Licensing will send a copy of the Director of Licensing Standards of practice: active play to the Licensee
This report was reviewed with the Licensee prior to signing.
