Observation (CORRECTED DURING INSPECTION): Cold potentially hazardous food (raw meat, ready-to-eat meat, sliced vegetables, and other food products) were stored above 4 degrees C (between 6 to 9 degrees C). Staff mentioned that the cooler temperature increased after the lunch rush.
Corrective Action(s): Cold potentially hazardous food was placed into the walk-in-cooler which was at 0.1 degrees C (4 degrees C or less).

Ensure potentially hazardous food (i.e. food with moisture, low acidity, and protein that can support bacterial growth) is kept at or below 4 degrees C / 40 degrees F; Effective immediately.

Observation (CORRECTED DURING INSPECTION): Knives were stored in a container was debris inside it.
Corrective Action(s): The knives and knife container was washed and sanitized through the dishwasher. *Ensure staff are dishwashing the knives immediately after each use and when contamination is possible and are dishwashing the container at least once a day or when contamination is possible to maintain it in a clean condition.

303 - Equipment/facilities/hot & cold water for sanitary maintenance not adequate [s. 17(3); s. 4(1)(f)]
Observation (CORRECTED DURING INSPECTION): 0 ppm chlorine sanitizer was set up in the bucket in the kitchen and only water was available in the bucket. 0 ppm chlorine sanitizer was set up in the spray bottle in the bubble tea side and a worn out wiping cloth was present on the counter surface.
Corrective Action(s): Ensure 100 ppm chlorine sanitizer is available at all times. Change the bleach water and wiping frequently (e.g. every 2-3 hours) to maintain 100 ppm chorine sanitizer. Do not use the worn wiping cloths but rather use paper towels with the spray bottle. If a wiping cloth is to be reused, then store it in sanitizer solution between use.

Observation (CORRECTED DURING INSPECTION): A food handler was observed not washing their hands and not changing their gloves between handling raw meat and other food. Food handler had initially began washing their gloves when advised to wash their hands.
Corrective Action(s): Food handler washed their hands and changed their gloves upon verbal direction by the district Environmental Health Officer. Review proper handwashing procedures with all staff members and supervise them to ensure hands are washed and gloves are changed to prevent any cross-contamination issues (example: raw meat juices from being spread to cooked food).

Observation: Paper bags with food debris were lining the table surface with the bubble waffle equipment. A cardboard box was being used to store vegetables.
Corrective Action(s): Remove the paper bags and cardboard box and ensure all surfaces are durable, washable, smooth, non-toxic, and impervious to moisture. Correct today.

Observation: Prep. cooler was above 40 degrees F / 4 degrees C (7.5 degrees C).
Corrective Action(s): Ensure the prep. cooler is maintained at or below 4 degrees C / 40 degrees F; Correct within 1 week. Maintain a written temperature log.

Observation: Light cover is missing in the ceiling in the back prep. area.
Corrective Action(s): Replace the missing light cover to prevent any physical contamination of food by broken glass fragments; Correct within 1 month.

Comments

Permit to Operate was posted.
Handsinks were supplied with liquid soap, hot and cold running water, and paper towels.
Dishwasher final rinse chlorine residual was at least 50 ppm at the plate.
No signs of recent pest activity.
Ice machine was in a clean condition and the scoop was stored separately.
Walk-in-cooler and front bubble tea prep. cooler were at or below 4 degrees C.
Upright freezer temperature and both chest freezers were at or below -18 degrees C.
Hot-held rice was at or above 60 degrees C.
FOODSAFE trained staff member was on-site in the absence of the Operator.
The operator also arrived on-site towards the end of the inspection.
*Ice was added into the cold water used to store the in-use utensils for rice. *It was discussed that the container and in-use utensils are to be washed, rinsed, sanitized, and air dried at least every 4 hours.

*NOTE: Hard-to-reach areas and the corners of the restaurant in the kitchen must be cleaned during the next deep clean this month.
