Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). The following areas were reviewed for compliance: Physical Facility, Staffing, Hygiene & Communicable Disease Control, Records & Reporting and Policies & Procedures. LO reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with manager today:
- several areas on the walls within the facility are chipped and cracked with missing wooden mouldings
-plastic wall outlet is cracked exposing inner metal piece
-carpet has stains on it; also it has started to lift and rip ( wear and tear)
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: opened bag of ice salt was stored in the washroom; this item was accessible to children
Corrective Action(s): Please ensure that children have no access to any object or substance that may be hazardous to the health or safety of a child.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Facility provides snacks to children; there's no system in place to keep parents informed on the food and drinks given to children.
Corrective Action(s): Please ensure that parents have information on the daily snack given to children.

Comments

At this inspection dated April 28, 2020 there were 2 children, 2 staff and 1 support worker present. Manager was on site and assisted LO with today's inspection. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility the same day.

The following education/recommendations were provided in regards to:
-Cleaning and Sanitizing Policies
-Health & Hygiene Practices ( Handwashing, Cough and Sneeze Etiquette)
-Physical Distancing Ideas
-Precautions and Practices for Sick Children

LO provided the Resource Package for Child Care Facilities COVID-19 Prevention, including:
-Educational Hand Washing Posters
-Cleaning and Disinfecting in Childcare Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants

LO observed and discussed the following with Manager on site:
-Monitor and maintain proper sanitization for all soft and porous toys and equipment; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle
-The use of masks: this is a matter of personal choice. Masks are not recommended for children, specially for young children and/or children with extra needs- masks can be irritating and may lead to increased touching of their face and eyes more often
