Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed 3 staff files and one staff was missing record of certificate validation.
This is a repeat contravention as it was identified during last year's routine inspection.
Corrective Action(s): Please verify staff certificates using the system maintained by the ECE registry.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: A sandbox has been installed and it has not been covered when not in use.
Corrective Action(s): Pleas ensure a sandbox cover for hygiene purposes.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: There was no medication for a child who requires it as per the information in the child's registration form.
Corrective Action(s): Please ensure medication is available if a child requires it to address a medical condition.

Comments

At this inspection, the above noted contraventions were identified. Licensing provided a date for addressing the contraventions and is requesting a written response by June 19th advising on compliance.

At this inspection there were 2 staff, a practicum student and 10 children.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following was discussed:

Different types of covered bins for storing diapers
Practice of keeping radio on floor with cords kept behind it during nap time

The information contained in the report was discussed with the Manager and the report and risk assessment were written on-site. Licensing advised that copies of the report and risk assessment would be emailed to the facility.
