Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- In the infant and toddler program the outlet is exposed and does not contain a wall plate. The wires are exposed and accessible to the children.
- In the three to five program there is an outlet exposed.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times. The staff placed a shelving unit in front of the exposed and accessible outlet in the infant and toddler program.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There are insufficient emergency supplies.
Corrective Action(s): Please ensure there are sufficient supplies to mitigate, and respond to and recover from an emergency.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A random selection of children's files were reviewed. Out of the six files reviewed, one was missing a care card number.
Corrective Action(s): Please ensure a record indicating the medical plan number is on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing noted on today's sign in and out sheet in the infant/toddler program six children in attendance, however only two signed in. In the three to five program there were six children in attendance, however only five signed in.
Corrective Action(s): Please ensure a record indicating whether the child is absent, present and the time of arrival and departure is on file.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A random selection of children's files were reviewed. Out of the six files reviewed, three were missing a doctor's name and phone number.
Corrective Action(s): Please ensure a record indicating a the name and telephone number of a medical practioner is on file.

Comments

At the inspection dated November 21, 2019 there were 12 children and 4 adults present.
Action required by the licensee includes providing a written response by November 28, 2019.
Action required by licensing includes reviewing the written response. A follow-up inspection will be conducted as a process for new licensees.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were had:
- In the three to five outdoor play space there is currently a large area filled with branches accessible to the children. The staff mentioned that a tree was cut down over the weekend and the church has not cleared it up as yet. The staff will be contacting the church to ensure this is removed.
- In the three to five room there is an emergency door that is kept locked. In discussion with the staff it was suggested that the door is secured with a child safety lock so it can still be accessed in the event of an emergency.
