Introduction

An unscheduled routine was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-A78V2W have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): On October 13, 2016 Licensing did a physical facility inspection. It was noted that there was an exposed outlet in the back room of the facility. Upon return to complete inspection the outlet had been covered.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under supervision of employees.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed 2 staff files and it was identified that 1 of them contained a police check instead of a Criminal Record Review check. The staff said that she may have one and will check to see if it can be located.
Corrective Action(s): Please ensure that all staff have current criminal record checks addressed to the Facility from the Criminal Records Review.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing reviewed the record of fire drills and it was found that from September 2015 - October 2016, only 2 months of fire drills were documented and confirmed that they were implemented. Manager stated that she was unaware of why they did not complete them over the last year. The current manager was not the manager at that time. October's fire drill has not been completed yet but Licensing notes that the month is not complete. The Manager stated that they will practice one before the month ends.
Corrective Action(s): Please ensure that each employee practices a fire drill monthly, as per the Legislative requirements. Please ensure that documentation of the drill is recorded.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 3 children's files and it was found that all 3 were missing the date of enrolment on the registration forms.
Corrective Action(s): Please secure this information and review the files to ensure that all required documentation is present and a system is in place to secure this information at time of registration..

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 3 children's files and it was found that 1 of the files was missing the contact information and name of the clinic
Corrective Action(s): Please ensure that this information is secured and the files are reviewed to ensure that the documentation is complete.
