Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: On review of the outdoor play space, Licensing observed several fence panels were coming loose.
All other areas of the space were safe and free from harm and certain areas were made inaccessible to children.
Corrective Action(s): Please ensure fence panels are secure.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: On Licensing's arrival, 2 children were in the upstairs area of the home which is not licensed. Licensee stated that one of the children is her own child who often goes upstairs to watch TV as the rest of the group is younger. 1 other child accompanied her. The children were upstairs alone for 10 minutes before the Licensee called them downstairs for snack.
Corrective Action(s): As all the children are a part of the Group of Multi-age children, they must remain in the licensed space and be appropriately supervised at all times.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 7 children in care.
Staff to child ratio was in compliance with regulations
Children's art work is displayed in the facility.
Licensing observed the children in art activities, snack time and playdoh activities. There is a variety of equipment for the children to choose from. Children go outside on a daily basis.

Discussions with the Licensee/Manager:-
- Licensing reviewed the screen time policy with the Licensee. No children under 2 years of age have screen time. Please ensure the policy is available to parents and that children are limited to 30 minutes a day for tablets/ipads.
- Licensing recommends practicing the annual evacuation drill taking all the emergency supplies to the secondary location. Please remember to document the completed drill.
- Discussion on active supervision in relation to contravention above and outdoor play and field trips in particular. Licensee has purchased reflective vests to ensure the children are always visible.
- Discussion Re: Lead in drinking water – a reminder to flush pipes for 5 minutes prior to using for drinking water. Facility has a filter system.
- Discussion Re: Reportable Incident reporting to Duty line: #604 587 3936 if not able to make contact with your area Licensing Officer.
- Discussion about bouncy castle use. Previously refrained from use but further discussed that Licensing would recommend a facility policy and permission forms would be in place prior to using a bouncy castle. Please provide a copy of the policy to Licensing for review.
- Discussion about the wading pool used through the Summer and appropriate supervision. Guideline provided.

Licensing observed Licensee engaged with children during all activities. Appropriate language and role modelling was used.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
