Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the routine inspection it was observed that the manager's name was not posted.
Corrective Action(s): Please ensure that the manger's name is posted in a prominent location.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During the routine inspection two staff files were reviewed. Both staff files were complete. However, at the time of the inspection one staff was present and working and they did not have a file on site. Manager said that this was the staff's first day at the location and that they did not have their "traveling file" with them.
Corrective Action(s): Please ensure all staff files are present and complete.

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: During the routine inspection licensing observed the following:
- while the manager was inside of the facility looking for the Policies and Procedures of the facility, the staff supervising the children outside was unaware of the number of children present.
- staff on site was unaware of one child was wondering away from the group and heading towards the parking lot. Licensing intervened and asked the staff to go get the child and return them to the group.
Corrective Action(s): Please ensure that all children are supervised at all times.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 22 children's files and all files were missing the enrollment date.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Licensing observed two children's files who required extra support and both children did not have a care plan on site.
Corrective Action(s): Please ensure that children who require extra support have a care plan on site.

Comments

At the inspection dated December 11, 2023 there were 13 children and 2 staff present. At this inspection the above noted contraventions were identified . Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
- Licensing observed a child who required extra support and it was recommended that manager creates a care plan to support the needs of the child. it was mentioned that the care plan must be created in collaboration with the parent and reviewed annually.
- Licensing observed a child's file with a sticky note "withdrawn" on. A conversation was had regarding the last date of care for the child to be added to the child's file.
- Licensing observed a child's file with allergies. The care plan had no clear plan of treatment of the allergy.
- Licensing observed a bag of hard candy in the emergency supplies bin. Manager said that the children will receive the candy if they cry of if they are in distress during an emergency. It was recommended that a different type of candy be provided if need be, as the hard candy is a chocking hazard.
- Minor log book is underutilized and was discussed further. Licensing also recommends using a bound book to protect the integrity of the information recorded.
