Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #NTJN-ACXLX3 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Diaper cream located in an unlatched cupboard , carries a warning to avoid contact with eyes.
Corrective Action(s): please ensure children do not have access to items that may be hazardous to their health and or safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11470 - DLSOP Safe Play Space (additional equipment [b1]) - [bullet 1] Pools, trampolines, and other atypical equipment may be desired by some licensees. The use of this type of equipment requires careful and detailed consideration on a case-by- case basis. Although the use of such equipment is not prohibited by the Child Care Licensing Regulation, it may pose additional risks to the health and safety of children. Some considerations include: whether the equipment meets the needs of the children in care, what additional types of risk are involved if used, what necessary steps will be needed to ensure adequate active supervision, and how will staff ensure the equipment is used and maintained properly.
Observation: inflatable wading pool located within the outdoor play area , ( observed empty ) Licensee described that a very small amount of water would be used.
Corrective Action(s): Please ensure a policy is developed to instruct staff in safety measures and supervision practices should you continue to use this piece of equipment. - see comments and refer to the Resources available on the FH Website - DOLSOP - Safe Play Space.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: 3 staff files audited , 1 file contains names of references however there is no evidence to support the references have been contacted
Corrective Action(s): please ensure a system is in place to demonstrate that you have obtained references.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: diaper disposed of into an uncovered garbage can , accessible to children.
Corrective Action(s): please ensure a covered container is in place next to the diaper change area.

Comments

Discussed the requirement as per the Director of Licensing Standard of Practice ( DOLSOP ) to develop and provide to families copies of your Screen Time and Active Play policies, to date these have not been completed.
Provided examples of content for each as described in the emailed resources.
An inflatable wading pool was located within the outdoor playarea - empty during inspection. Please refer to the Safe Play Space - Pool guidelines for development of a plan for it's use to ensure Staff are familiar with active and ongoing supervision , sanitization and appropriate safety measures.
Licensee confirmed completing the verification process however was not aware that a record should be maintained . Please establish a system to support verification is complete.
Please forward copies of your newly created policies to Licensing for review.
Please ensure 2nd washroom is equipped with a soap dispenser that children can access.
