Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the that the facility is having some storage challenges inside the shared classroom including the following;
- Cubby area was overflowing with children's backpacks and jackets (some falling to the floor) this area was also used to storage boxes and a large bin, which takes away space to safely store children's belongings
- Due to lack of useable counter space a toaster oven is stored on top of a mini fridge
- There were large items stored in the classroom (that do not belong to the operator) which impede useable (safe) space

Corrective Action(s): Please ensure you have adequate storage to safely store all items

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During the inspection licensing observed a posted "drill" documentation record posted on the wall for the new calendar year.Staff reported that last years document was taken to head office (discussed requirement for keeping on site), staff later found last years documentation however it wasn't complete as there were missing months and no documentation of the emergency evacuation drill.
Corrective Action(s): Please ensure both monthly fire drills and annual evacuation drills are conducted and recorded as required. Please conduct the annual drill prior to responding to the report.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 2 out of 8 files. Licensing observed one child's date of enrollment was not documented. The staff was able to locate the start date at the main office, however section 59 (a) requires these records to be on site at the licensed facility.
Corrective Action(s): Please ensure all enrollment dates are recorded on the child's file and is stored on site as required.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Photo's are kept on the back of emergency cards, licensing observed some cards to be without a photo. Discussion had about ensure photos or a digital image are available prior to the child being in care.
Corrective Action(s): Please ensure each child enrolled has a photo on site which can be used to readily identify them in an emergency.

Comments

Summary of Inspection:

At the inspection dated January 26, 2022 there were 8 children and 2 staff present.
At this inspection the above noted contraventions were identified.
Action required by the licensee includes providing a written response by February 9, 2022.
Actions required by Licensing include reviewing the written response.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed.

The following discussions were had;

Change of Manager process

Documentation of the dates when Character References were checked

Provided information as to how long records must be kept and where they are to stored- As all children's and facility records must be kept onsite, the small filing cabinet will not be sufficant to store all of the required documents.

Beginning signs of wear and tear were observed in classroom such as paint chipping (where posters were), baseboards are chipping and one electrical outlet no longer works (staff have to continuously move electric items to one area in the classroom)

Reportable Incident Reporting – When reporting an incident, please ensure direct notification to a Licensing Officer within 24 hours, if you cannot reach your LO please contact the Duty Line 604-587-3936.


This report was written off site (.5) and a copy of both the report and Risk Assessment were emailed to the facility.
