Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). The facility was inspected for compliance with a focus on implemented Health and Hygiene practices and systems. . The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.
Inspection completed using the Covid-19 Infection Control Assessment checklist with a completed copy provided for your reference.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: GCC ( < 36 mos ) program observed using the 3-5 playground as the Infant/ Toddler playground was placed out of use due to a shipment of stored items wrapped in plastic and placed on pallets. Due to low enrollment the 3-5 children have been attending the 2nd licensed site therefore the designated playground is available for use. It is noted that space between the bottom of the fence and the ground in one area is large enough for a small child ( infant toddler ) to exit and in other areas presents risk of head entrapment.
Corrective Action(s): Ensure the outdoor area is enclosed to prevent risk of harm and or injury to children.Licensee was made aware of the importance of addressing the gaps prior to receiving the written report confirming immediate steps to remedy.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Staff observed exiting the outdoor play area carrying 1 child while 3 children remained seated at a picnic table in another outdoor play area.The staff was speaking with another staff inside the door frame. The staff could not visibly see the 3 children from where she was positioned nor would immediate response be possible should the children have required assistance. Discussed ensuring staff are immediately accessible at all times and a system is in place to communicate between each other when outside.
Corrective Action(s): Ensure supervision is maintained at all times for the health and protection of children please provide a supervision policy detailing how supervision will be maintained.

Comments

During the inspection the facility manager provided details on the steps taken to increase monitoring of added health and hygiene measures. Ensure the Covid Safety Plan is posted within the facility as directed by Work Safe BC.
A sign to advise visitors not to enter if presenting Covid symptoms to be relocated to the doorway to ensure it is visible to prevent entry if required. ( completed during the inspection )
At the inspection dated Sept 1, 2020 there were 10 children and 6 staff present. Written response to be submitted within the timeline assigned once received Licensing will review and notify the licensee should additional information be required. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Covid-19 resources to support health and hygiene practices in your childcare facility were provided during a previous inspection.
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned.
