Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following in the outdoor play area:
- The grass has deteriorated significantly thus, there is not sufficient resilient surfacing on the grass area. There are two plastic slides in this area. Potential for a child to hurt themselves coming down the slides.
- Overgrown weeds in some areas of the patchy grass area.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times while children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Licensing observed that the wooden cubby has not be secured.
Corrective Action(s): Ensure that all equipment, furniture and supples are of sturdy and safe construction, easy to clean and free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed a bean bag chair that is ripped and the foam square fillings are coming out.
Corrective Action(s): Ensure that all indoor and outdoor play materials and equipment accessible to children are safely constructed, free from hazards and in good repair.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing observed that a fire drill was not implemented for December 2022.
Corrective Action(s): Ensure that each employee practices implementing the fire drill system at leas once each month.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation: Licensing observed that the fire extinguisher was to be serviced in June 2023 however, has not been serviced.
Corrective Action(s): Ensure that fire extinguishers are serviced annually.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon a random review of two children's records, Licensing observed one child's record missing the name and telephone number of a medical practitioner and emergency contact.
Corrective Action(s): Ensure that children's records are complete.

Comments

Summary of Inspection
At the routine inspection conducted today July 7, 2023, there were four children and the Licensee present. A walk through of the entire house was conducted. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.

The contents of the inspection report were reviewed with the Licensee at the time of the inspection. This report was written off site. A copy of this report and the risk assessment were emailed to the facility.
