Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed several wear marks and puncture marks in the plastic tile flooring. This could harbour bacteria.
Corrective Action(s): Please ensure the flooring is clean and in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Licensing observed a playground structure placed against the fence. A rung on the playground structure was next to the fence. A child could potentially climb the rung on the climber and climb over the high fence surrounding the outdoor play area. This could cause a potential falling hazard.
Corrective Action(s): Please ensure children's play equipment is moved away from the fence to prevent a child from climbing over the fence

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that there was pink insulation blocking off the fireplace. This was accessible to the children in care. The Licensee and I discussed the potential concern to the health and safety of the children in care.
Corrective Action(s): Please ensure the children do not have access to any objects that are hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: During the inspection the first aid kit contents were reviewed. The first aid kit that is used for walks and in the outdoor play area was not fully stocked. Items such as an ice pack, a triangular bandage and gause were not present.
Corrective Action(s): Please add more items to the first aid kit to ensure you are able to provide adequate first aid to the children in care.

Comments

At the inspection dated June 24, 2020 there were five children, and the Licensee was present. At this inspection the above noted contraventions were identified. Please send a written response to Licensing addressing how you have corrected the above noted contraventions by July 17, 2020. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following was reviewed/discussed with the Licensee:

· Information sent out to the Licensee regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings.
· Removing items with a drug identification number (DIN) or a natural product number (NPN) from the first aid kit. A signed permission form from the parent or guardian is required prior to application.

The following resource was given to the Licensee:

· Resource Package for Child Care facilities COVID-19 prevention

The following resource will be sent to the Licensee:

· The coronavirus COVID-19 public health guidance for child care settings.

The inspection findings were reviewed with the Licensee at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Licensee.
