Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Upon inspection, there were not any certificates for educators or assistance posted in the community care facility.
Corrective Action(s): Please ensure all certificates for staff are posted in a prominent place in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection there was insufficient shade for children in the morning on both the street side and front street.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11140 - CCLR s.16(1) - A licensee must have at least 6m² of outdoor play area for each child.
Observation: Upon inspection, the front street playground has been made inaccessible to children. The manager informed licensing that they are not using the space
Corrective Action(s): Please ensure there is at least 6m squared of outdoor play area for each child.

POLICIES AND PROCEDURES: 13030 - CCLR s.22(3) - A licensee must display a copy of the fire drill system in a prominent place in the community care facility.
Observation: Upon inspection, one of the classrooms did not have a record of the fire drills that had been done.
Corrective Action(s): Please ensure a copy of the fire drill system is in a prominent place in the community care facility.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon inspection the following was observed in one of the classrooms:
- 6 children were not signed in
- No children were signed out on September 1, 2021
- There were several Friday's over the past 4 months where children weren't signed out.
Corrective Action(s): Please ensure there is a record, for each child, showing daily attendance, indicating whether the child is absent or, if the child is present, the time of arrival and departure.

Comments

At the inspection dated September 2, 2021 there were 50 children and 10 staff present. At this inspection the above noted contraventions were identified. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Use of the minor incident logbook
· Policies and Procedures – A discussion took place with the manager about having the policies kept in one place and easily accessible to staff and licensing
· Screen Time Policy

This report was discussed with the Manager and written off site.
