Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AMUP8N have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During inspection Licensing discussed the requirement for a policy regarding the new DoLSOP "Active Play" including "Screen Use" policies with the Licensee.

Licensee stated that they had read the emails that had been sent to them regarding this, but that they did not realize that they needed written policies.

Licensing left further resource material with the Licensee regarding the DoLSOP "Active Play" including "Screen Use" policies.
Corrective Action(s): Licensee to create written "Active Play" and "Screen Use" policies to be shared with staff and parents.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's records and noted one child was missing doctor/ medical clinic information.
Corrective Action(s): Ensure doctor/ medical clinic information is on site for child who is missing this information.

Comments

During inspection Licensing discussed areas of programming with the Licensee. For example for the first half hour of outdoor play children had access to limited equipment until another staff person arrived at the facility and brought out balls and buckets etc. Licensing also discussed the difference between Adult- directed art activities and child - directed art activities. Licensing reminds the Licensee that children need to have access to child - directed (free art) activities daily. Licensing reminds staff that it is the process of creating art, not the end product, which is important to focus on for child development.

Licensing reminds staff to review Schedule G of the CCLR to ensure that all areas of development are being met on a daily basis.

Licensing left a copy of the "Child Care Links: Program of Activities" resource with the Licensee during inspection.

During inspection Licensing observed children taking part in a circle time with stories & songs and then going outside for free play.

During inspection Licensing observed staff giving warnings to children regarding transitions, interacting with children while they were engaged in activities as well as assisting with problem solving when necessary.
