Introduction

All care categories were inspected during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act (CCALA)
• the Child Care Licensing Regulation (CCLR)
• relevant Director of Licensing Standards of Practices (DLSP)

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: REPEAT VIOLATION from FIRs #CGEE:
- CBRPL6 (16/Feb/2022)
- BH3UNE (18/Oct/2019)
- AFT2R3 (17/Nov/2016)
2 employees lacked their CRCs, although the manager explained that their CRCs have recently been applied for.
Corrective Action(s): These employees cannot work alone w/ children until their CRCs have arrived.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: REPEAT VIOLATION from FIRs #CGEE-BH3UNE (18/Oct/2019).
Portable 1's 72-hour emergency kit had water bottles that expired in Sep/2021.
Corrective Action(s): Foods & drinks past their expiry, best before, or use by dates must be discarded & replaced.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

CCFL reviewed 9 children's files & 2 lacked their medical practitioner's information.
Corrective Action(s): If children lack a family doctor, their last medical clinic's contact information is sufficient.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: A child's care plan was last signed & dated in Apr/2021.
Corrective Action(s): Care plans must be reviewed (signed/dated) annually w/ a parent to discuss any possible changes to the child's support needs.

Summary of FIR #CGEE–CLP5ES (30/Nov/2022)

5 violations were observed, in which corrective action includes obtaining:
• employee & children documentation
• new water bottles for the emergency kit

The inspection was reviewed w/ the manager; however, CCFL completed this report & the risk assessment offsite & emailed both to the manager.
