Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During the routine inspection it was noted that the water temperature measured 56.7 degrees Celsius.
Corrective Action(s): Please ensure the water temperature is heated to no more than 49 degrees Celsius.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the routine inspection two staff files were reviewed and one staff file was missing character reference letters in respect to the person.
Corrective Action(s): Please ensure that all staff files are complete.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the routine inspection two staff files were reviewed and one staff was missing their resume.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the routine inspection, two staff files were reviewed and both files were missing a record of immunization.
Corrective Action(s): Please ensure a record of immunization is on file.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the routine inspection it was noted that the fire drill was conducted for the month of March. No evidence of fire drill was noted for the months of January, February and April. Staff on site said that they conducted the fire drills but forgot to record them on paper.
Corrective Action(s): Please ensure fire drills are conducted and recorded each month.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During the routine inspection, 6 children's files were reviewed and 4 children's files were missing an enrollment date.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 6 children's files were reviewed and one child's file was missing a doctor's name and phone number. Staff on site said that the family is new to the country and are looking for a family doctor.
This is a repeat contravention from 2022.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated April 26, 2023 there were 6 children, 1 staff and the manager were present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Active Supervision
· Lead in the Water
· A conversation was had regarding the end date of enrollment for non-attending children and storage of old files.
· A conversation was had regarding the storage of children's bedding to avoid cross contamination.

Valid CRC for all staff on site, confirmed expiry date with licensee.
