Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing reviewed staff files and noted one staff person's file is missing their immunization status.
Corrective Action(s): Ensure this staff person's immunization status is on file at this site.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During inspection Licensing noted that the fire extinguisher located in the child care facility is past due to be serviced.
Corrective Action(s): Ensure fire extinguisher is serviced once a year.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 6 children's files and noted:
- 3 children are missing their medical insurance number
- 3 children are missing their immunization status.

Upon review of the registration form Licensing noted that there is no section for a parent/ guardian to list their child's immunization status. Licensing reminds the Licensee that they are not required to have a child's full immunization record on file, just the status of their immunization.
Corrective Action(s): Ensure medical insurance numbers, and immunization status are included in the children's files who are currently missing this information.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing randomly sampled 6 children's files and noted that one child is missing their doctor/ medical clinic information.
Corrective Action(s): Ensure missing information is on this child's file at the facility.

Comments

At the inspection dated July 30, 2019 there were 14 children and 2 staff present. At this inspection the above noted contraventions were identified.
Licensee to address above noted violations and notify Licensing Officer to schedule a follow up inspection.
* During inspection Licensing noted that staff were washing dishes for the child care facility in the sink labeled as "handwashing' in the kitchen. Licensing reminds staff that all items related to food, including dishes, must be washed in the sink which has been labeled "Food Preparation" to prevent cross contamination. Licensing also reminds staff to follow the "4 Sink Method For Manual Dishwashing".
* During inspection Licensing measured the hot water temperature all of the washroom sinks being used by the children, and noted that the woman's washroom in the downstairs level has a hot water temperature of 55C. All other washroom sinks measured below 49C. Staff stated when they use the downstairs washroom sink for children, they will only use the men's washroom.
* During inspection Licensing reviewed the minor logbook and noted that staff had used whiteout to delete a comment in the book. Licensing reminds staff that this book is a legal document and whiteout should not be used in it. Staff could write a note beside the entry stating any error in the comment.
* Licensing reminds staff to not use the alcohol wipes located in the first aid kits without written parental consent as they are considered a medication. A small container of soap and water in the first aid kit can be used in place of the alcohol swabs.
During inspection Licensing observed children: engaged in free access to Montessori activities, have a circle time and prepare for outdoor play.
During inspection Licensing observed staff interacting with children while they were engaged in activities, assist with problem solving when necessary and give warnings before times of transition.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
