Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR)and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of the staff files it was noted the criminal record clearance letters were completed under a different operator/licensee. The Licensee must ensure that for each individual their criminal record clearance letter is conducted under their name.

Corrective Action(s): The Licensee may go on-line to the criminal records review agency and complete the form to have the individuals current results officially shared with the current Licensee thereby ensuring all records are in compliance with the legislation. The criminal records review agency current time frame for processing this type of application is approximately 6 weeks.

Comments

Today's inspection is the facility's first routine inspection. The staff, children and facility files are well organized and readily available.

The Licensee was present for today's inspection and this report was reviewed with them prior to signing.

The writer provided to and reviewed with the Licensee the following resources:
- Guidance in the Selection of Cleaners, Sanitizers or Disinfectants;
- Child Care Links
- Live 5210.

The writer also discussed with the Licensee the Director of Licensing Standards of Practice - Active Play in which it requires group child care (under 36 months) programs have a minimum of 60 minutes of daily outdoor play. Also the Order in Council # 526 in which the Child Care Licensing Regulationwas amended. A copy of these documents were emailed to the Licensee and can also be found on licensing's website.
