Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Out of 5 staff files checked one of the staff had an expired CRC included in their file.
Corrective Action(s): Ensure a system is developed to maintain CRC clearance and relevant documentation for staff screening. Provide in your written response your plan while waiting for the CRC to arrive.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Out of two files checked for Preschool staff the ECE Certificate was not verified. One staff was able to show the validation on their phone and print it to be included in their file.
Corrective Action(s): Please ensure system of screening is complete for staff to include the verification process as established by the director of the ECE registry and included in the staff files.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The food i.e crackers and the cans of beans in the emergency supplies kit had expired.
Corrective Action(s): Ensure that there is system in place to check the expiry of the food.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: There were no paper files for children enrolled in Preschool. Some information required by licensing was available on the Sandbox system and other information was available on the laptop. It was discussed that all the information should be available to licensing in single place. Out of three files checked for Preschool children the Immunization records were not available either on Sandbox system or on the laptop.
Corrective Action(s): Please ensure all the records including the immunization status is maintained for each child.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: There were no paper files for licensing to see for children enrolled in Preschool. The children's records were not available in a single place as some information was stored on the Sandbox system and some on the laptop.
Corrective Action(s): Please ensure that all the records referred to in sections 56 to 58 are kept in a single place and are available for the licensing to check. Provide in your written response your plan for having records accessible to licensing in single place.

Comments

Summary of Inspection:
At the inspection dated March 7, 2022 there were 9 children in Preschool with ECE, ECEA and a support worker present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Use of the licensed outdoor play space. Other places around the school such as forest area across from the classroom should not be used as a play space.
Use of cones as boundary markers if using the school field for play space.
Putting away the mop bucket and mop where its not accessible to children.
Removing the rooms from the license if they are not in use i.e Room# 135
