Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that part of the outdoor play area is not completely enclosed and thus is left open into the neighbouring yard. There is two panels and the walkway that are left open. Licensing provided education on the importance of enclosing the entire play area to ensure the safety of children.
This is a repeat contravention.
Corrective Action(s): Please ensure that the entire outdoor area is enclosed in a manner that is suitable for the age and development of children and will ensure that children are free of harm.
Date to be Corrected: April 12, 2021.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following that are accessible to children;
- Three cleaning solution bottles in an unlocked cupboard in the kitchen area. (CORRECTED DURING INSPECTION)
- Clorox wipes on the counter by the sink in the kitchen.(CORRECTED DURING INSPECTION)
- A lawnmower in the outdoor play area.
- A big basket hoop structure resting on a table in the outdoor play area, with the metal pole ends sticking out.
Corrective Action(s): Please ensure that children do no have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: April 6, 2021.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation (CORRECTED DURING INSPECTION): Upon a random review of 2 out of 4 children's records Licensing observed 1 child's record missing a photograph or digital image. The Manager stated that children's photographs are kept in the emergency cards which are in the van. However, the van is parked in a different location and not on site.
Licensing provided education on the importance of having children's photograph or digital image on-site.
Corrective Action(s): Please ensure that children's records are complete prior to the children attending the care facility.

Comments

Summary of Inspection
At the routine inspection conducted on March 29, 2021, there were 3 children, the Licensee/Manager present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following education/recommendations were provided:
COVID prevention measures; health checks, hand hygiene and cleaning and sanitizing.
Emergency supplies; supplies, having a system in place for maintaining supplies.
First aid kits; adding hand sanitizer.
Incident log book; intent
COVID 19 Policy; additional information in updated health and illness policy.
Maintaining updated children's photos.
The contents of the inspection report was reviewed with the Manager at the time of the inspection. This report was written off site ( .5 hrs ) due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
