Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing noted there was no record of a fire drill being completed for one month in 2022, the Manager said it was not practiced.
Corrective Action(s): Ensure each employee practices implementing the fire drill monthly.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: Licensing observed inappropriate guidance when a staff took a child by the arms and pulled them to the floor to clean up toys.
Corrective Action(s): Ensure that the behavioral guidance is appropriate to the age and development of the child receiving the guidance.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Medical insurance numbers and immunization status records were not obtained for one or more children.
Corrective Action(s): Ensure a record is kept for each child showing medical insurance number and immunization status.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing noted a record was not kept showing departure times on multiple days in the infant program.
Corrective Action(s): Ensure a record is kept for each child who is present, showing the arrival and departure times.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: The name and telephone number of a medical practitioner was not recorded for one or more children.
Corrective Action(s): Ensure a record is kept for each child showing the name and telephone number of a medical practitioner.

RECORDS AND REPORTING: 19300 - CCLR s.58(3)(d) - The licensee must record compliance with the care plan of a child requiring extra support in respect of each of the following that are applicable to the child: (d) any behavioural guidance provided to the child, and its effect.
Observation: Licensing noted there was no record of compliance with a care plan for a child requiring extra support
Corrective Action(s): Ensure a record of compliance is kept for children requiring extra support, any behavioural guidance provided to the child and its effect.

Comments

At this inspection, the above noted contraventions were identified.
The following was discussed:
· Health and hygiene
· Medication storage
· Immunization records
· Bedding storage
· Emergency management

The Manager is to correct the contraventions by the dates indicated, and provide a written response to licensing.
As part of the routine inspection, a Facility Risk Assessment Tool was completed.

The inspection report was written on site, a copy of the inspection report and risk assessment will be e-mailed to the Manager.
