Report of Findings
On January 10, 2020, Licensing received a complaint alleging concerns regarding physical facility, staffing, and care and supervision. The allegations included the following details:
- Unclean physical facility
- Inadequate staffing
- Some PIC's personal belongings have gone missing

All allegations were thoroughly investigated. Evidence was received and reviewed from person in care records, facility policies and procedures, and staffing schedules.
The following contraventions to the Residential Care Regulation have been found:

- Residential Care Regulation (RCR) – Section 8(3)(b) – Continuing duty to inform
- RCR – Section 85(1)(d) – Policies and Procedures

30060 - RCR s 8(3)(b)If the manager of a community care facility resigns, or is or expects to be absent for at least 30 consecutive days, the licensee must (b) replace the manager, either by hiring a person who, or using a hiring process that, is approved in writing by the medical health officer.
Observation: The facility has not completed and submitted the necessary paperwork to inform licensing of a replacement since the previous manager left.

33280 - RCR s.85(1)(d)A licensee must do all of the following: (d) ensure that policies are implemented by employees.
Observation: Licensing determined that some policies were not implemented.
