Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During the inspection it was noted 2 staff did not have proof of certificate on file.
Corrective Action(s): Please ensure all staff have a certificate on file.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection it was noted that 2 staff did not have a CRC on file at the facility.
Corrective Action(s): Please ensure that all staff have a Criminal Record Check on file.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the inspection it was noted that 2 staff did not have a character reference on file.
Corrective Action(s): Please ensure all staff have a character reference letter on file.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: During the inspection it was noted that 2 staff did not have a resume on file.
Corrective Action(s): Please ensure all staff have a resume on file.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the inspection it was noted that 2 staff did not have an immunization record on file.
Corrective Action(s): Please ensure that all staff have a record of immunization on file.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection the manager was only able to find an Active Play Policy under Licensing Document on the Ipad. All other policies and procedures related to care and supervision of children were not available.
Corrective Action(s): Please ensure all policies and procedures related to care and supervision of children are available to all staff.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: During the inspection it was identified and noted that 3 children requiring extra support did not have a care plan on file.
Corrective Action(s): Please ensure all children requiring extra support have a care plan available and on file.

Comments

At the inspection dated January 19, 2022 there were 15 children, 1 staff, 1 trainee and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Reportable Incidents
· Active Supervision
· Care Plans for children requiring extra support
