Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
Visit the CCFL website at https://www.fraserhealth.ca/health-info/health-topics/child-care/ for additional resources and links to the legislation (CCALA & CCLR).

Comments

· Active Supervision. Active supervision was observed by licensing as the teachers counted children before and after transitions (washroom use), positioned themselves to allow for scanning. The environment is set up to allow for clear sight lines through the facility.
· Lead in water. One way to reduce lead in drinking water is to flush all water taps used for drinking water or food preparation at the start of each day or after periods of stagnation. More information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/. The water fountains in this facility have been upgraded to mitigate the amount of lead in drinking water.
· Serious incident reporting. Incident Reporting Bulletin was provided and may be used as a resource to update your own facility reporting policy. Ensure you have notified Licensing within 24 hours of any serious incident. If you cannot reach your Licensing Officer, please contact the Duty Line at 604-587-3936.
The children were seen to engage with a variety of activities including magnetic sand, building blocks, books, art and dramatic play. The teachers were seen to use gentle voices with children, respond to their needs immediately, guide problem solving, lead transitions in an organized fashion, sing and discuss children's interests. The facility has a wide variety of materials to meet all areas of development. There is evidence of on-going monitoring to ensure compliance with the legislation.
Thank you for your assistance with this inspection.
