Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The stove is functional (lights for clock were on) and there are items stored on the stove (food, paper) that cause a fire hazrd. There is a kettle plugged in with water in it on the kitchen counter within reach of children. While this kettle was not hot at the time of inspection, the pratice of using the kettle in this manner increased the risk o children. There are two tall shelving units (one approx. over 4 feet and one taller than 5 feet 6 inches) that are not attatched to the wall causing a falling hazard. There is a cord hanging from the blinds in the front window that poses a strangulation hazard.
Corrective Action(s): Ensure the facility is healthy and safe for childrn in care.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The licensee stated that the emergency evacuation plan has not been practiced.
Corrective Action(s): Ensure that the emergency evacuation plan is practiced to ensure that it can be implemented in the event of an emergency.

Comments

5210 information package was discussed today and provided. The Active Play Standards of Practice was discussed and the upcoming requirement for policies on active play and screen time.

The licensee was seen to engage with the children at their physical level, promote and guide problem solving, use guiding and caring techniques that are age and developmentally appropriate "do you need a hug?", "maybe you can play there", "let's use our words". There were a wide variety of developmentally appropriate materials available and teacher made materials that meet the intent of the Early Learning Framework. There were open ended art activities seen, magnetic materials, block materials, dramatic play activities and many sensorial materials.
