Introduction

An scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.
A risk screening for COVID-19 was completed prior to inspection as well as a COVID-19 assessment of which a copy was left with the facility.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Day 1 - Licensing observed a cleaning cart in the GCC(30-sa) program container various cleaning products. This was accessible to the children in care. Staff purses were also in the children's playspace and as the contents are unknown, could pose a risk to children.
Day 2 - The Manager has removed all items and relocated them to be inaccessible to the children
Corrective Action(s): Please ensure that all hazardous cleaning materials remain inaccessible to children at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation (CORRECTED DURING INSPECTION): On review of 4 staff files on Day 1, Licensing observed that 3 staff files did not have any Criminal Record Status. Manager stated that she was having difficulty processing requests through the CRRP. Licensing would accept current clearances from other facilities/agenciew here staff were employed until this can be corrected.
Day 2 - Manager has copies of all 3 CRC's and is working through obtaining clearances for all 3 to be site specific. Please communicate with Licensing once this is completed.
Corrective Action(s): Please ensure that any new staff have a current Criminal Record Check on file prior to starting working with the children.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing observed that all certified staff employed did not have verification of certification. Discussed with the Manager and provided education.
Corrective Action(s): Please ensure all certified staff currently employed are verified through the ECE Registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): Licensing observed that monthly fire drills and annual evacuation drills have not been recorded. Manager confirms that they have been completed as per legislation.
Corrective Action(s): Please ensure all records are completed everytime a drill occurs. Manager has rectified this on day 2 of inspection.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that the second staff on site (the Manager) did not hold ECE certification to meet the requirements of legislation. The Manager has currently lost some members of staff and is currently working on a staffing plan.
Corrective Action(s): Please ensure staff meet qualifications required. Discussed staff exemption and requirements of supporting information to be submitted.

Comments

Summary of Inspection
This routine inspection was completed as part of a multi-day inspection.
At inspection there were 10 children and 2 staff present in the Group Child Care 930 months to school age) program. The Group Child Care (school age) program was at school.
26 children are currently enrolled at the facility.

Licensing reviewed the facility’s COVID-19 prevention strategies and noted the following:
Health and safety system in place in response to Pandemic which includes, but not limited to:
* Appropriate sanitization of all touchable surfaces, toys, eating areas, bathroom areas at least twice daily. Napping space sanitized appropriately - further discussion and education provided.
* Appropriate child/staff screening in place to ensure wellness and limit interactions.
* Hand washing and hygiene practices appropriate to Provincial Health Officer guidelines.
* Social distancing methods in place where applicable

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Requirements of Temporary Placement/retention queries and staffing concerns
- Reportable Incidents requirements and reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- COVID-19 Worksafe BC plan to be posted (completed by day 2 inspection)
- Criminal Record Check requirements for site specific information as well as certification validation education provided.
- Auditing staff files (completed by day 2)
- Using shared entrance as previously agreed for both programs to protect bathroom privacy of GCC (30-sa) children.

Facility has been receiving Licensing Officer’s emails.
