Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Licensing discussed Live 5210 resources with Licensee and left a package of Live 5210 resources with her during inspection.
Inspection report was reviewed with Licensee before report was signed and printed.
Licensing would like to thank the staff and children of Morning Star Family Child Care for their time and assistance during today’s inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-9Y7NH3 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11420 - DLSOP Safe Play Space (ground surfacing [b7]) - [bullet 7] For equipment that is over 45 cm (18 inches) but is less than 1.5 meters (5 feet), protective surfacing is recommended. Ground covering, soil types, and climate are all factors which must be considered in making this decision.
Observation: During inspection Licensing observed a slide approximately 4 feet tall in the outdoor play area with no resilient surfacing around it.
Licensing does note that this is a recommendation only, but that resilient surfacing can prevent head injury.
As previously noted on Facility Inspection Report #90093765 (Jul. 15/13) outdoor play equipment must be installed following the manufacturers instructions for installation. You can search for this on-line by going to the manufacturer's website and looking up the model number of your slide.

Licensee stated they brought the slide out again as there are currently older children in care.
Corrective Action(s): Ensure equipment is safely being used.
Date to be Corrected: Aug. 30/16.


Comments

During inspection Licensing noted that the fire extinguisher will be due to be serviced in a few weeks. Licensee moved the placement of the fire extinguisher to the kitchen during inspection.

Licensing observed more equipment has been added to the indoor facility including a playhouse etc.

During inspection children were engaged in: drawing, learning letters, building with blocks, having a circle time with children all looking at the books and interacting with the Licensee while they were being read, as well as singing songs with lots of children interactions.

During inspection Licensing observed the Licensee get down to children's level to engage in activities, assist with children's problem solving, as well as answering children's questions.

Licensee spoke with children using two languages and children responded in two languages back to her.

Submit written plan to Licensing regarding what you will do with the approx. 4 foot slide by August 30, 2016.
