Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed:
-The door to the entrance was open. This leads to a busy parking lot. This was corrected during the inspection.
-An outdoor kitchen was observed abutting the outdoor fence. This could present a potential climbing hazard.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following during the inspection:
-Doors to the mechanical room and custodian room were unlocked and accessible. Various cleaning chemicals and bags of ice melt were observed on the floor and within easy reach of the children
-The kitchen door was open. A bottle of bleach and several bottles of cleaner were under the sink.
-Staff bags were accessible in the kitchen and the children's cubby area. These could present a potential hazard.
-Two bottles of bleach and water were within easy reach in the room for children 0-36 months.
-Laundry detergent was located on the washroom floor
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: The children's records were reviewed. Two children's records were missing a date of enrollment.
Corrective Action(s): Please ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were reviewed. Multiple departure times were missing for the month of February.
Corrective Action(s): Please ensure the attendance records are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: The children's records were reviewed. Several children's records were missing photographs.
Corrective Action(s): Please ensure children's records are complete.

Comments

At the inspection dated February 15, 2023 there were 26 children, 6 staff, and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by March 1, 2023 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was discussed:
-The reportable incident reporting procedure. Forms and the bulletin were given
-The current cleaning protocols that are in place
-Preventing lead in the water
-Posting known allergies in the classroom
-Utilizing the licensed outdoor play space on a more regular basis
