Observation (CORRECTED DURING INSPECTION): Cream (9.0C) and milk (8.4C) were stored in a malfunctioning dispenser cooler. Interior of the cooler was noted at 9.4C.
Corrective Action(s): **Issue was corrected at the time of inspection** As per the Supervisor, there was a leak this morning inside this cooler and the cream and milk bags were changed out at 9:30 AM (current time of inspection 10:30 AM). At 9:30 AM, the cooler was noted at the correct temperature (at 4C or below). The cream and milk bags were transferred to another functioning cooler at the time of inspection.

302 - Equipment/utensils/food contact surfaces not properly washed and sanitized [s. 17(2)]
Observation (CORRECTED DURING INSPECTION): 1. 0 PPM QUAT was detected in all sanitizer containers that were prepared on the counters during the inspection.
2. Noted a scooper that is stored in the cleaned utensil bin with large amount of cream cheese still left in the scooper.
Corrective Action(s): **Issues were corrected at the time of inspection**
1. All QUAT containers were switched out during the inspection. 200 PPM QUAT detected in the newly filled sanitizer containers. Upon checking the wall mounted QUAT dispenser unit, approximately 200 PPM (slightly on the low end) was detected on the QUAT test strip. Due to the QUAT dispenser dispensing at the minimal required concentration, it is likely that the sanitizer will be easily depleted when in-use. Manager will be calling the technician to increase the concentration of QUAT dispensed by the dispenser. Please call the technician immediately.
2. The dirty scooper was removed from the cleaned utensil bin for cleaning and sanitation again.
Have staff check all cleaned utensils and dishwares after washing to ensure that they have been properly cleaned before putting away to avoid contaminating other cleaned dishwares and to avoid it being used when required.

Routine inspection conducted today:
Handwash stations, including staff washroom, were accessible, equipped with hot and cold running water, liquid soap and paper towel.
All refrigeration units (except for the unit noted in violation # 308) were at 4C or below.
All freezer units were at -18C or below.
Hot hold units were holding food above 60C.
All food noted stored in proper storage hierarchy, protected and off the floor.
High temperature dish machine was able to reach 71.0C at the plate level and 180F at the rinse temperature gauge during the rinse cycle.
As per Manager, in-use utensils are changed out every 60 minutes - good.
No signs of pest activities noted during the inspection.
Store Manager's FoodSafe level 1 equivalent certificate available - expires in March 28, 2027.
