Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance or all areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection of the 30 months to school age classroom, there was a phone jack box with wires exposed; in the preschool classroom there was a phone jack box not secured to the wall.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times while children are in care.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing obtained the following:
2 Responsible Adults and 1 Infant & Toddler educator are scheduled to work in the infant room
No Infant & Toddler educator is scheduled to work prior to 9am in the infant room.Staff stated that the classroom opens at 8:30am.
No Early Childhood Educator is scheduled to work in any group childcare (30 months to school age) program from 5-6pm daily.
Corrective Action(s): Ensure staff are scheduled according to schedule E.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Upon inspection of the toddler room, staff stated that they carry urine & fecal matter in potties across the classroom and down the hallway to the bathroom to dispose of.
Corrective Action(s): Please develop a policy and procedure to instruct staff in health & hygiene practices.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Upon review of the medication consent forms, 2 children did not have specific times or symptoms indicated to administer medication.

MEDICATION: 16040 - CCLR s.53(2)(b) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (b) the nature of the child's medication is such that, without immediate access to the medication by the child, the child's health will be significantly at risk.
Observation (CORRECTED DURING INSPECTION): Upon inspection, there was medication kept in a backpack where children could access it. Staff relocated medication to be inaccessible.
Corrective Action(s): Please ensure medication is kept inaccessible to the children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Upon review of children's files, 3 enrollment dates were not recorded
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of the children's records, 2 children's files were missing doctors names and 3 children's files were missing doctors contact information.
Corrective Action(s): Please ensure the children's records are complete

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Upon speaking with the staff, children who required care plans did not have them developed.
Corrective Action(s): Please ensure children's files are developed with the parent.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Upon review of 1 child's careplan, it was noted that it had not been reviewed with the parent within the last year,
Corrective Action(s): Please ensure the careplan is reviewed at least once a year with the child's parent

RECORDS AND REPORTING: 19330 - CCLR s.59(b) - In respect of a record referred to in this Division, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.
Observation: Upon licensing requesting to see the employee files, staff stated that the filing cabinet was locked therefore the staff files could not be produced.
Corrective Action(s): Please ensure records are accessible.

Comments

Summary of Inspection
At the inspection dated January 29, 2020 there were 14 children and 2 staff present in each of the 30 months to school age programs, . At this inspection the above noted contraventions were identified. Licensee will provide a written response to Licensing. Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Licensing conducted a walk-through of the entire facility.
