Introduction

A scheduled follow up inspection to the Routine Inspection # JMIA-AP8QCV dated July 13, 2017 was conducted. Areas of non-compliance identified at the recent Routine Inspection were reviewed for compliance. Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

Contraventions
Previous Inspection - Contraventions observed on FIR #JMIA-AP8QCV have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): Today the water temperature measured 57.7.
The staff explained that they had drained the Hot water tank and turned down the temperature.
Corrective Action(s): During the inspection the ECE staff turned off each sink's individual hot water until a more long term solution is found (ie: regulators on each faucet). This mitigates the risk to children, Licensing explained the importance of warm water for hygiene purposes.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During a review of children's files, Licensing notes that there are still 3 children without immunization status on file.
Corrective Action(s): Please ensure all children have immunization status on file.

Comments

During today’s inspection only one of the two programs were in operation, there were 7 children in care with 2 staff and a volunteer.

Licensing notes that it appears that all previously identified contraventions have been appropriately addressed as follows:
- Healthy and Safe environment maintained including all electrical outlets are covered, a large amount of cloth towels are available in the washroom, storage of heavy items on top of shelves have been removed, rubbish removed from the outdoor play area, pea gravel reshuffled and picnic tables have been covered with a table cloth
- Paper cutter and Lysol are stored out of reach of children
- All staff have evidence of 3 checked references, CRC’s, resumes and immunization status
- Volunteer file is complete
- Fire Extinguishers have been serviced
- Fire Drill records are current
- Emergency Evacuation Drill reviewed with staff- a plan to practice the complete drill is in place prior to October 2017
- Children’s files are complete including photos, doctor’s names and numbers, MSP#’s, and emergency contact information.
- The preschool summer program is now over for the rest of the summer and only the daycare program is in operation, staff explained that for the last two weeks in July the preschool hours were from 9:00am-12:00pm.
- Attendance records appear complete

Other information;
- A plan is in place to ensure all taller shelves are secured to the wall prior to this room being in operation on September 5th
- A plan to have picnic tables repainted by August 20, 2017

Other information Discussed;
- Licensee’s responsibility to validate and keep a record for all employees including substitutes, (both current and new hires) who hold a valid ECE Certification (ECE, ECE Assistant, I/T ECE & SN ECE).
- New Director of Licensing Standards of Practice for Active Play, including; Two new policies Active Play and Screen Use Policy, these policies must be created, implemented and provided to parents no later than September 1, 2017
- Licensing to follow up on Kindergarten Program
