Introduction

An unscheduled routine inspection of this community care facility (CCF) was conducted by the licensing officer (CCFL) to assess compliance w/ the:
• Community Care & Assisted Living Act (CCALA)
• Child Care Licensing Regulation (CCLR)
• Director of Licensing Standards of Practice (DLSP)

Evidence for this facility inspection report (FIR) was based upon the following @ the time of inspection:
• CCFL’s observations
• CCFL's review of the CCF's records
• information provided to CCFL by employees

The following areas were reviewed:
• licensing
• physical facility
• staffing
• policies & procedures
• care & supervision
• hygiene & communicable disease control
• medication
• nutrition & food services
• program
• records & reporting

As part of the routine inspection, a risk assessment tool was completed & provided, which includes:
• any noncompliance identified during today's routine inspection, if applicable
• the CCF's 3-year compliance & operational history since 2013/11/01

Contraventions
Previous Inspection - Contraventions observed on FIR #EGAU-A53QJY have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of the employees' documentation, an employee's CRC on file was last obtained in 2010 & thus expired in 2015.
Corrective Action(s): Please ensure all employees' CRCs are valid & obtained from the BC Ministry of Justice's Criminal Records Review Program in Victoria, BC.

CCFL:
• observed compliance w/ the legislation, w/ the exception of the above violation
• was unable to print this FIR & the facility risk assessment tool due to technical difficulties w/ CCFL's equipment in the morning
• returned to the
- Bby Health Protection office to complete this FIR
- CCF in the afternoon to review the FIR w/ the manager
• provided the manager w/ a copy of the Live 5-2-1-0 resource & discussed its key messages
• discussed the requirements of the new DLSP (Active Play) w/ the manager
• thanks the manager & employees for their time & assistance today
