Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Contraventions
Previous Inspection - Contraventions observed on FIR #MMAK-BLPPAV have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: One staff certificate did not have evidence of verification.
Corrective Action(s): Ensure that staff certificates are verified using a system established and maintained by the director of the early childhood educator registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that a fire drill was not recorded for the month of October. The Manager indicated that the fire drill had been conducted but not recorded.
Corrective Action(s): Ensure a record of implementation of fire drill system at least once each month is kept.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Upon an inspection of 6 children's files, it was noted that two were missing enrollment dates.
Corrective Action(s): Ensure that children's records are complete.

Comments

Summary of Inspection:
At the inspection dated November-2-2020, there were 13 children in care with 2 educators including the Manager. A practicum student was also present.
A COVID-19 Risk Screening was conducted before the inspection, on site.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site and is unsigned due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps.
-A COVID-19 Infection Control Assessment was conducted.
-DIN numbered items/medicated products in Fist Aid kits not to be used without parental consent.
-Requirement for complete and current staff records to be maintained - example: resume.
