Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The floors have dirt located near transitions of flooring, which need to be cleaned.
Corrective Action(s): Please ensure a healthy environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Both diaper change mats have rips in the plastic cover, making it difficult to sanitize.
Nap mats, which have torn corners have been previously repaired with tape, which is falling off on some of the mats. Manager stated that they are looking to replace the mats soon.
Corrective Action(s): Please ensure all furniture, equipment and fixtures are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The following was observed:
-diaper cream with medicinal ingredients was accessible to children in both washrooms
-paint cans and Lysol liquid were accessible to children under the kitchen sink
-Lysol wipes, nail polish remover and a spray adhesive were accessible to children in lower cupboards in the 3-5 room
-the lock was broken on the cupboard containing bleach, Lysol, carpet cleaner and a variety of other cleaners- Manager stated that they were having the cupboard fixed.
Corrective Action(s): Please ensure all hazardous materials are not accessible to children.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff out of six files reviewed were missing a criminal record check (CRC). It was observed that all three staff had a current CRC from another program on file. Manager stated that all three have applied in mid January to have their criminal record checks shared from the CRC program in Victoria.
Corrective Action(s): Please ensure that all staff have a current criminal record check on file.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation (CORRECTED DURING INSPECTION): Both fridges measured over 4 degrees and are used to store the children's food.
Corrective Action(s): Please ensure each fridge is at 4 degrees or less in order to ensure healthy food and drink.

Summary of Inspection
At the inspection dated January 30, 2019 there were 19 children and 5 staff present. At this inspection the above noted contraventions were identified.
