Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): On review of a new staff files, Licensing observed the file to be missing immunization status.
Corrective Action(s): Staff was able to complete an immunization status on site to be added to the file.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): On review of six children's files, Licensing observed one to be missing the sex of the child.
Corrective Action(s): Please ensure children's files are complete at the time of registration. Manager corrected during inspection

Comments

Summary of Inspection

At today’s inspection there were 20 children and 4 staff present in the two programs which were operating.
Licensing did a full walk through of the whole facility.
Licensing reviewed the facility’s COVID-19 prevention strategies which meet provincial health guidelines.

At this inspection the above noted contraventions were identified.
No response is required as were corrected at inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy will be provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Active Play promotion and increased outdoor play as part of regular programming
- Hygiene and sanitization practices and storage of cleaning equipment
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Enrolment dates added to registration forms for ease of review.
- Minor incident log book process review.
- Fire extinguisher inspection with clear indication of completion.
- Regular review of BCCDC website for COVID-19 updates (see link below)

The facility has been receiving Licensing Officer’s emails.
